How to prove your identity online in Romania: the electronic identity card (CEI), the ROeID app, eIDAS status and the RO Wallet plans as of October 2026.

In Romania the most direct route to proving who you are online is the electronic identity card (CEI) with its authentication certificates, complemented by the ROeID mobile app for state platforms. The country’s EU wallet, the RO Wallet, is in preparation and not publicly available as of October 2026.

The national system

Romania has been issuing electronic identity cards with a chip, and since 1 August 2025 the CEI can be requested at any public identity registration service, whatever your home address. The card contains biometric data. According to Romanian reporting it also holds digital certificates for authentication and an advanced electronic signature; a qualified signature from a trust service provider can be added optionally. Romania’s rollout also includes an interoperability system to connect to the eIDAS nodes of other member states, which is what makes cross-border recognition possible. How to get it and use it

Apply for the CEI at a public identity service. To use the authentication function you need the card, its PIN and a reader or an NFC-capable phone with the relevant software. The ROeID app is described as a central, mobile authentication system for public platforms, run by the government. Check the official pages for installation steps, as these change with new app versions.

The EU wallet in Romania (October 2026)

Romania decided to adopt the open-source EU wallet solution developed in Germany rather than build its own from scratch, and calls its wallet RO Wallet. The Authority for the Digitalisation of Romania leads the project with the ministries concerned and trust service providers. Independent trackers in September 2026 list it as an announced project with developer documentation on GitHub but no public sandbox. A first version, covering identity data and digital age verification, is planned for 2026. The EU deadline for member states to offer a certified wallet is the end of 2026, and public administrations must accept wallets from then on, as we explain in the EU Digital Identity Wallet. Private providers such as banks and telecoms have more time, and small businesses have no obligation.

Use abroad and by foreigners

Romania’s eID scheme has been notified since September 2024 at level substantial, so public services elsewhere in the EU that accept that level can recognise it, provided they are connected through their eIDAS node. What this means in practice

In practice, apply for or renew your identity card as the CEI if you want the authentication function, since it is the document that Romanian digital services and the future wallet are built around. Because the ROeID app, the card certificates and the RO Wallet are separate pieces with separate timelines, avoid assuming that one replaces another. Wait for official announcements before installing anything that claims to be the Romanian wallet, as copycat apps are a typical risk whenever a new government app is expected. For use in other member states, test the specific service rather than relying on the general statement that the scheme is accepted.

Privacy and security

Keep the card PIN private, never share it by phone or message, and only use official apps and portals. The wallet is designed around selective disclosure, so a service sees only the attribute it needs, such as an age check.
