How to prove who you are online in Bulgaria: the Evrotrust eID, qualified signatures, the new chip ID card and where the EU wallet stands in October 2026.

In Bulgaria you prove your identity online mainly with a qualified electronic signature and with Evrotrust, a private provider whose eID scheme is notified under eIDAS. The new national ID card can also carry an electronic identity certificate, but that part is optional and not yet widely used. The EU wallet is still in preparation.

The national system

Unlike many neighbours, Bulgaria does not centre its online identity on the ID card. Qualified electronic signatures from private trust service providers have long been a common tool for company and tax matters. In 2023 the government named the Evrotrust eID scheme as Bulgaria’s official digital identity programme. It was notified to the European Commission with all three assurance levels, which helps with cross-border use and is explained in our page on levels of assurance. Because a private company runs the scheme, you contract with that provider rather than with a government office.

How to get and use it

  1. Install the Evrotrust app and follow the registration steps. These include a remote check of an identity document and a face comparison.
  2. For qualified signatures, choose a trust service provider, complete its identity check and decide whether you want a cloud signature or a device-based one.
  3. Use the app or the signature to log in to portals that offer it, or to sign documents.
  4. If you hold the new chip ID card, ask the issuing office whether the electronic identity certificate is active. It is optional and the old cards stay valid until their expiry, so many people still hold cards without it.

The EU wallet in Bulgaria (October 2026)

A draft law for the national legal framework was published in early 2026, and the Council of Ministers later approved the steps for developing and providing a Bulgarian EU Digital Identity Wallet. The minister responsible for innovation and digital transformation has been named supervisory authority for wallet providers. A public developer repository exists, but no public sandbox was listed in July 2026, and commentators including a Bulgarian provider executive have said that meeting the deadline is uncertain. Use abroad and for foreigners

The notified Evrotrust scheme should be accepted by public services in other member states that are connected to the eIDAS network, but support differs by service. Foreigners living in Bulgaria should ask the relevant authority which identification methods it accepts, as the rules for non-citizens can differ from service to service.

If you move between Bulgaria and its neighbours, note that Romania and Greece run their own national systems. A Bulgarian login does not carry over automatically except through the eIDAS route.

Privacy and security in brief

Remote identity checks send images of your document and face to the provider, so use only providers whose names you recognise and read the privacy information. Protect the signature app with a strong PIN, never hand over a signing code to a caller and check the name of the document you sign. Keep in mind that a qualified signature is legally binding.

What is Evrotrust?

Can I use my Bulgarian ID card online?
