Digital ID in Cyprus: IDMe.cy, Digital Citizen and EU wallet
How to prove who you are online in Cyprus with the IDMe.cy national eID and the Digital Citizen app, and where the EU wallet stands in October 2026.

In Cyprus you prove who you are online with IDMe.cy, the national electronic identity, which is notified under eIDAS at the high level of assurance. The Digital Citizen app complements it by holding digital versions of documents such as the ID card and driving licence. Whether and when these become Cyprus’s EU wallet is not yet settled in the sources we found.

The national system
IDMe.cy is the digital identity that Cyprus introduced to give citizens a secure way to log in to online government services and to sign documents. It plugs into the existing government portal login, called CY Login, and further integrations with registries and transport services were announced. JCC Payment Systems is the issuing entity that runs authentication, under the supervision of the competent ministry. The high assurance level means that the scheme meets the strictest EU criteria, which we explain in our guide to levels of assurance.
The Digital Citizen app serves a different purpose. It was launched on 12 December 2024 and lets users store a digital ID card, a driving licence and a vehicle roadworthiness certificate, which they can show by QR code. This is the document wallet, while IDMe.cy is the online login.
How to get and use it
- Check that you meet the conditions. At launch you needed Cypriot citizenship, an age of at least 18, a biometric ID card and a smartphone that supports biometric authentication.
- Apply online through the portal of the approved eID service provider and book an in-person verification at a Citizen Service Centre (KEP).
- Bring your biometric ID card to the appointment and complete the activation.
- Once active, log in to CY Login services by confirming the request in the app. At launch the government subsidised the first 100,000 eIDs, with the first 30,000 free and the rest at a reduced price, so check the current fee.
The EU wallet in Cyprus (October 2026)
Independent trackers listed Cyprus in July 2026 as having an existing app, but without a confirmed upgrade to an EU wallet. We found no announcement of a certified wallet being open to the public. All EU member states must offer at least one wallet by the end of 2026, so expect news from the ministry; until then, use IDMe.cy and Digital Citizen. Use abroad and for foreigners
Because the scheme is notified at the high level, other EU countries that have connected services to the eIDAS network should accept it. Cyprus and Greece have been reported to link their digital ID systems, which is a useful sign for people who move between the two, but test any foreign service before you rely on it. Non-citizens living in Cyprus should ask the competent authority which login methods they can use, because the eligibility we found for IDMe.cy was limited to citizens at launch.
Privacy and security in brief
Protect the app with a screen lock and biometrics and never share confirmation codes. If you lose your phone, report it to the issuer so that the identity can be suspended. Only use the official app store listings, and be suspicious of messages that ask you to “verify” your digital ID through a link. For current rules, consult the government’s pages on gov.cy.
